Water regulator publishes its annual report for 2010-11

06 June 2011

The Water Industry Commission for Scotland (WICS) today launches its annual report, outlining the regulator’s achievements in obtaining best value for water and sewerage customers in Scotland.

As the report highlights, 2010-11 has been a good year for the Scottish water environment and for customers of water and sewerage services. In particular, prices have now been frozen for two years running at a time when customer service is at its highest level ever and Scottish Water is delivering a major investment programme. Leakage is also down. Looking ahead, further improvements in customer service are expected and the Commission’s final determination set prices below inflation for the period 2010-15.

Alan Sutherland, Chief Executive of WICS, said:

“Scottish Water continues to improve and the benefits are now being felt: household customers are currently enjoying a second year of their charges being frozen. This is particularly welcome at a time of increased inflation and many other pressures on household budgets.”

The report notes that Scottish Water is responding well to the targets and incentives set by the regulatory framework. Sir Ian Byatt, Chairman of WICS, commented:

“The regulatory regime has helped Scottish Water to be an increasingly responsive and efficient company. It has successfully delivered a large and challenging investment programme to improve environmental and water quality while dramatically improving levels of service to customers.

“We want now to focus regulation increasingly on the outcomes delivered to customers and to the environment, and have agreed a timeline and process for the next price review that allows much more substantial input from customers than in previous reviews. We have also developed a simple ready-reckoner to show the consequences of expenditure by Scottish Water for customers’ bills. This will be linked to a reduction in the detail of regulatory information that we require.”
